Improving health

In summer 2011 ANEC set up a task and finish group to consider the wider impacts of health in the North East, and the programme of NHS reform that the Government was then embarking on. The Task and Finish Group members were clear that they wanted to focus on how councils could use the opportunities presented by the NHS reforms to improve health outcomes for the people and communities of the North East.

The Task and Finish Group published its report in September 2011. It made recommendations focusing on:

  • Tackling the key public health challenges;
  • making the new structures work effectively;
  • ensuring that the widest possible range of council functions contribute to improving health outcomes; and
  • opportunities for political leadership.

Councils are making progress on the transition to the new structures:

  • All 12 councils have set up shadow health and wellbeing boards, and work joint strategic needs assessments and joint health and wellbeing strategies are being reviewed;
  • public health transition plans for the North East were submitted to the Department of Health, and councils are now preparing for delivering their public health responsibilities; and
  • ANEC, with its partners, is delivering a programme of development and capacity building, ranging from master classes for political leaders to understanding health improvement courses for front-line staff.
